Google use to suspend profiles for incorrect names. How does google check if profile name is correct because people in different areas of world and with different languages have different kind of names?

If they use to suspend on the bases of flag/report submitted by other Google Plus users then is it possible that me or bunch of my friends report a profile name to make it suspended?
