For questions specifically about the web interface of the file synchronization and cloud storage service from Google. Do not use along with [google-docs], [google-sheets] or [google-slides] merely because that is where such documents are stored.

Allow People to View/Edit Google Docs with a non-Google Account
You can actually set view/edit permissions to any e-mail address by clicking the Share-button in the upper right but the persons who gets the permissions needs a Google account to use the document.
