You cannot delete all your photos in one action. You have to delete them album by album.

  1. Sign in to your Google account

    Sign in to your Google account

  2. Go to Picasa Web Albums

    Go to Picasa Web Albums

    You may have to click through if you see "Click here to go back to Picasa Web Albums." appear

  3. Click and open an album

  4. Select Actions → Delete album

  5. Do this for each album you want to delete.

  3. Click on "Delete Google content". Click on Picasa web albums
  4. On Picasa web site, at the top it should say "My photos" so click on that. Then click on "Scrapbook photos". Then go to "Actions" then scroll down and click on "Delete album" and there! All your Google photos are all gone even the annoying ones on your Android phone
